Due to COVID-19, the Consulate will no longer be accepting in person appointments

Due to COVID-19, we are no longer accepting in-person appointments. In order to obtain a birth certificate for yourself or your child, please compile the below documentation and mail your completed application to the Consulate in Washington D.C.

GENERAL REQUIREMENTS:

  1. Birth Certificate Application Form, notarized (Application for Birth Certificate)
  2. Include a copy of the applicant’s electronic Afghan passport or Tazkira that has been validated by the Ministry of Foreign Affairs in Kabul 
  3. Include a copy of U.S. passport/green card;
  4. Two Afghan witnesses to verify, in notarized document, the identity, date of birth, & place of birth of the applicant. The witnesses should attach a copy of their ID (Passport or Tazkira)
  5. A pre-paid and pre-addressed return envelope
  6. Fee: $50.00 (payable by money order only to the Embassy of Afghanistan)

Requirements for Inheritance Document:

  1. Inheritance Form (click here);
  2. A written request letter from one of the heir(s) asking for the issuance of collateral of inheritance is required. Please provide the following information in the letter:
    • The name and father’s name of the testator/deceased,
    • Place and date of death of the testator/deceased,
    • List of full name of all heirs,
  1. The applicant(s), three Afghan confessors (at least one confessor should not be an heir), and two Afghan male witnesses to verify, in notarized document, the content contained within the request. The witnesses should attach a copy of their ID (Passport or Tazkira)
  2. A copy of the applicant’s, confessors’ and witnesses’ Afghan National Identity document including Afghan National ID (Tazkera)/Afghan Passport or US passport/ green card showing Afghanistan as the place of birth; be prepared to show the original ID upon request;
  3. Copy of the death certificate of the testator/deceased;
  4. A photo, sized (3×4), of each confessor and witness;
  5. Fee: $125.00 (payable by money order only to the Embassy of Afghanistan)

Requirements for Power of Attorney:

  1. Power of Attorney Form (click here);
  2. A copy of the applicant(s)’ Afghan National Identity document ( Tazkera or Afghan passport) and US residency documents (US passport or Green card);
  3. A copy of the attorney’s Afghan National Identity documents ( Tazkera or Afghan passport);
  4. A petition from the applicant(s) introducing the principle(s) and attorney(s), determining the subject(s) of the POA and the granted authorities;
  5. If the subject of the attorney is a shared inherited property, please provide an inheritance document, including number, date, and place of issuance, prior to making a POA;
  6. Two Afghan men witnesses;
  7. One photo, sized (3×4), of each principal/s, attorney/s and witnesses;
  8. Fee: $125.00 (payable by money order only to the Embassy of Afghanistan)

Documents that originated in the U.S., but are intended for use in Afghanistan require legalization.

The embassy will validate all documents issued by any United States institute and authenticated by the Department of State or all documents issued in Afghanistan and authenticated by the Ministry of Foreign Affairs of Afghanistan in Kabul.

The embassy will validate, without no fee, all legal, educational, and commercial documents including birth certificates, death certificates, and identity documents that are issued by the relevant institutes in Afghanistan and authenticated by the ministry of Foreign Affairs in Kabul. To validate a document issued by a relevant institute in Afghanistan, please compile the below documentation and mail your completed application to the Consulate in Washington D.C

The embassy will validate, with a fee, all legal, educational, and commercial documents including birth certificates, death certificates, and identity documents that are issued by the United States and authenticated by the authentication office of the Department of State, or issued in a third country and authenticated by the embassy/consulate of that country in the US. To validate a document issued by a relevant institute in the United States, please compile the below documentation and mail your completed application to the Consulate in Washington D.C

  • The original and a copy of the document (including authentication by Department of State);
  • Notary verification;
  • A pre-paid and pre-addressed return envelope;
  • Fee: $125.00 (payable by money order only to the Embassy of Afghanistan)

Due to COVID-19, we are no longer accepting in-person appointments. In order to obtain a marriage certificate, please compile the below documentation and mail your completed application to the Consulate in Washington D.C.

  • Marriage Certificate Application form (click here);
  • Afghan IDs of Husband and Wife (Passport or Tazkira
  • Nekah Khat, or any other documents certifying their marriage
  • A notarized document from two Afghan witnesses verifying the identity of the wife and husband, date and place of marriage, and effectiveness of their marriage
  • The witnesses are required to submit a copy of an Afghan passport/Tazkira or a U.S. passport/green card
  • Include any supporting documents such as the birth certificate of a son or daughter
  • Fee: $150.00 (payable by money order only to the Embassy of Afghanistan)

In order to obtain a certificate to transfer a deceased to Afghanistan, please provide a written request along with the following documentation:

  1. Afghan Identification documents of the deceased such as Tazkera, or Afghani Passport, US passport or green card;
  2. A copy of the death certificate of the deceased;
  3. Burial Transit Permit of the deceased;
  4. A letter from the health authorities stating that there is no risk of communicable disease by transferring the body to Afghanistan;
  5. A copy of the funeral service certificate;
  6. Flight itinerary of the deceased;
  7. A pre-paid and pre-addressed return envelope

 

To obtain a police record during a period of time in Afghanistan, please prepare and application along with the following documentation:

  1. Police Records Application Form, notarized (click here);
  2. the applicant’s name;
  3. the applicant’s father’s name;
  4. the document number issued by the Ministry of Foreign Affairs in Kabul;
  5. a copy of the applicant’s Valid ID (Passport or Translated National ID);
  6. A pre-paid and pre-addressed return envelope;
  7. Fee: $20.00 (payable by money order only to the Embassy of Afghanistan)
