In the name of Almighty Allah,
First, I want to present my deepest regards to the great Afghan nation in this holy month of Ramadan. May Allah accept our prayers and bless us all!
I hope that in these last days of Ramadan, which provides us an additional opportunity for praying and praising Allah, we can come together and jointly pray for permanent peace and prosperity in the country.
On Monday, May 4, 2018, around three thousand leading religious scholars, Ulema, gathered in Kabul and issued a fatwa supporting peace, and most importantly, they clearly stated that suicide bombings are not only illegal but are contrary to Islamic beliefs.
The government of the Islamic Republic of Afghanistan supports the comprehensive fatwa and the proposal made by religious scholars for a ceasefire. We fully support and stand by them.
Therefore, I am announcing that during this holy month of Ramadan (from the 27th up until the 5th of Eid-ul-Fitr), I have ordered all the security and military forces to halt attacks on the Afghan Taliban. Nevertheless our operations will continue against ISIS, Al-Qaida and any other transnational terrorist groups.
This good faith determination will not undermine the security of our country. Consequently, our military forces will be prepared and on standby to defend and safeguard our homeland and the civilian population against any militant attacks, if they are targeted.
This decision of ceasefire has been taken from a position of strength and faith in our belief and commitment to long-lasting peace.
This unparalleled and brave decision of a ceasefire reinforces this administration’s policy and commitment to our nation, the Islamic community and humanity, as well as its promise to bring permanent peace for Afghanistan. It is also a clear statement of our compromise to respect the proposal of the unprecedented fatwa issued by the Ulema.
I wholeheartedly thank the strong Afghan military forces fighting continuously to provide stability for our democratic government. Our nation appreciates and acknowledges the sacrifices you are making for the peace and stability of this country.
